The Election Commission (EC) has proposed strict provisions on the use of vehicles for candidates and political parties as part of the draft code of conduct for the House of Representatives (HoR) election scheduled for March 5.
According to the proposed code, no candidate will be allowed to use any vehicle for election campaigns without prior permission. Vehicles used without authorization will be seized, and action will be taken in accordance with existing laws. Traffic police or other security personnel may confiscate such vehicles and report the incident to the District Code of Conduct Approval Committee.
With approval from the returning officer, a candidate may use a maximum of two vehicles, two-wheelers, three-wheelers, or four-wheelers specified by the Commission within the concerned constituency or location of the candidate. In areas where motor vehicles cannot operate, up to four horses may be used for transportation.
The proposed provisions also state that vehicles with foreign registration plates will be prohibited, and changing the appearance of authorized vehicles for campaign purposes will not be allowed.
Vehicles granted permission for use in the election will be restricted to the specific party or candidate they are issued. The draft code further prohibits parties and candidates from transporting voters using permitted vehicles.
However, exceptions will be made for individuals who are unable to walk, including pregnant women, new mothers, women carrying children, orphans, persons with disabilities, and senior citizens, provided permission is granted by the election officer.
Meanwhile, political parties will be required to submit the name of their main campaigner to the Commission. The proposed code allows the approved chief campaigner to use a helicopter for campaign activities.
