Nepal has stepped up preparations for its participation in the 30th Conference of the Parties (COP-30) to the United Nations Framework Convention on Climate Change (UNFCCC), scheduled to take place from November 10 to 21 in Belém, Brazil.
According to the Ministry of Forests and Environment, Nepal will present nine key agendas at the global climate summit. The country’s focus will include issues related to climate finance, transparency frameworks, mountain ecosystems, capacity building, technology transfer, and climate justice, along with the Sagarmatha Call for Action drawn from the Sagarmatha Sambaad (Dialogue) held in Kathmandu from May 16 to 18 this year.
The COP-30 summit will also discuss the phasing out of fossil fuels, conservation of forests, oceans, and biodiversity, transformation of agriculture and food systems, and promotion of human welfare and social development, as proposed by the Brazilian government.
Dr. Maheshwar Dhakal, Joint Secretary and Head of the Climate Change Management Division at the Ministry, said the ministry has been conducting a series of preparatory meetings with relevant government bodies, non-governmental organizations, and development partners.
“We have completed most of the internal preparations. Given the country’s current situation, Nepal’s delegation to COP-30 will be smaller than in previous years,” Dr. Dhakal told.
He added that Nepal’s agenda will highlight recent climate-induced disasters-including glacial melt, landslides, floods, and droughts-underscoring the country’s heightened vulnerability to global warming.
The draft of Nepal’s National Position Paper for COP-30 has already been prepared, with final consultations among stakeholders currently underway.
Unlike previous COP summits, high-level political sessions at COP-30 will be held three days before the official opening, while technical and political discussions will be conducted separately.
Nepal’s previous position paper for COP-29 had prioritized accessible climate finance, mountain-specific adaptation strategies, the loss and damage fund, carbon trade mechanisms, and low-carbon development goals-themes that continue to shape the country’s global climate diplomacy.
