NRB Issues Unified Directive with Special Incentives for Women-Employing Industries

Saturday, 27 September 2025

Nepal Rastra Bank (NRB) has introduced a new unified directive offering special incentives for export-based industries employing at least 100 women, along with relief measures for businesses affected by the recent Gen Z protests and natural disasters.

According to the directive, export-oriented industries that employ a minimum of 100 women and export at least 25 percent of their total production, after adding a minimum value of 25 percent, will be eligible for subsidized loans. Authorized institutions can provide such loans at an interest rate with a maximum premium of one percentage point above the base rate. These loans will be available for a period of one year or until the concerned industries resume normal operations.

Similarly, industries, businesses, commercial establishments, and economic activities directly affected by the Gen Z protests can obtain loans to cover salaries and employee benefits at a maximum premium of only 0.50 percentage points above the base rate. These loans will also be provided for up to one year or until operations return to normal. For such loans, the government will provide a two percent interest subsidy for six months. Employers must apply for the facility by mid-January 2026.

The directive also allows a loan-to-value ratio of up to 80 percent for replacing vehicles and transport equipment used for business purposes in industries and establishments affected by the Gen Z protests.

Additionally, authorized institutions may verify and restructure loans impacted by disruptions at the Rasuwa and Tatopani customs points due to natural disasters. Such restructured loans must be processed by mid-January 2026 and will retain the same classification they held as of July 16, 2025.
